MEAL Officer
**About Us:** Estijabah Foundation for Humanitarian and Relief Aid is a non-profit organization established on July 20, 2015, under License No. 2753 issued by the Ministry of Social Affairs and Labor. Guided by the slogan "Responding to the Call of Life," our strategy focuses on humanitarian, developmental, and relief sectors. As a local Yemeni NGO, we operate across all governorates through executive offices, representatives, and partners. Estijabah is officially registered with the Kuwaiti Ministry of Foreign Affairs as an accredited humanitarian entity. Furthermore, the foundation is a qualified partner of the Yemen Humanitarian Fund (YHF) and the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), collaborating with numerous international donors. We also hold Special Consultative Status with the United Nations Economic and Social Council (ECOSOC). **Job Vacancy Details:** Job Title: Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer. Location: Hadramout Governorate (with field visits to rural areas). Contract Duration: 8 Months. Education: Bachelor’s degree in Computer Science (IT), Information Systems, or a related field. Experience: 3 to 5 years in MEAL (preference given to candidates with experience in Agricultural or Food Security projects). **Qualifications & Requirements:** In-depth experience in designing and developing digital data collection tools (e.g., KoboToolbox, ODK). Advanced data analysis skills using Excel, SPSS, and Power BI to create visual reports and dashboards. Proven ability to formulate Key Performance Indicators (KPIs) and track Project Logical Frameworks (Logframes). Strong knowledge of accountability and protection standards, as well as Complaint and Feedback Mechanisms (CRM). Proficiency in writing high-quality qualitative and quantitative reports in both Arabic and English. Demonstrated skill in training field teams on digital survey and verification tools. **Key Tasks & Responsibilities:** Planning & Monitoring: Design and implement MEAL plans for project activities (distributions, training) in alignment with project requirements. Data Management: Establish and maintain accurate databases for beneficiary farmers and develop field survey forms (Pre-harvest/Post-harvest). Field Monitoring: Conduct regular site visits to farms and rural areas to ensure activities align with the agricultural calendar and quality standards. Impact Verification: Perform Post-Distribution Monitoring (PDM) and Post-Harvest Monitoring (PHM) surveys to measure increases in productivity and income. Accountability & Transparency: Professionally manage the complaints system and ensure ethical standards, gender mainstreaming, and protection principles are integrated into all tools. Technical Reporting: Prepare periodic MEAL reports (monthly/interim/annual) and provide accurate data to management to support decision-making. Agricultural Technical Coordinator

Required Qualification: Bachelor’s degree or Diploma in Agricultural Sciences (Plant Production, Plant Protection, or a related field). Work Experience: 3 to 5 years in agricultural technical supervision or field extension services. **Required Qualifications and Experience:** Deep expertise in quality inspection of agricultural inputs (seeds, fertilizers, irrigation systems) and germination standards. Proficiency in analyzing agricultural "Value Chains" from production to marketing. Technical ability to diagnose plant pests and provide Integrated Pest Management (IPM) solutions. Experience in designing training packages and seasonal agricultural calendars. Excellent technical report writing skills in both Arabic and English. Ability to conduct continuous field visits to beneficiary farms across the targeted governorates. **Key Tasks and Responsibilities:** Quality & Inputs: Technical supervision of the reception and inspection of agricultural inputs to ensure compliance with biological specifications before distribution. Training & Extension: Developing extension manuals and training agricultural extension workers and farmers on Good Agricultural Practices (GAP) and post-harvest techniques. Field Support: Conducting periodic visits to diagnose plant diseases, monitor crop growth rates, and ensure optimal use of inputs. Technical Planning: Participating in designing the project's agricultural calendar and identifying/targeting beneficiaries according to transparent criteria. Value Chains: Surveying value chains and providing recommendations to efficiently link farmers to local markets. Coordination & Representation: Representing the foundation in Food Security and Agriculture Cluster (FSAC) meetings and coordinating with local authorities and agricultural offices. Governorate Coordinator
